As mentioned in IEC 61511-1,
To which I would add that through modification it will be either improved, fixed or broken. Therefore, there is a 1 in 3 chance you are going to make things worse. Fairly crappy odds and the beginning of a vicious circle that we can call "software engineering". How lucky we are to work in a circle of viciousness!
